Philippine Navy Conducts Two-Day Initial Planning Conference for the 17th Western Pacific Naval Symposium- International Fleet Review 2020

  • The Philippine Navy (PN) successfully conducted the Initial Planning Conference (IPC) for the 17th Western Pacific Naval Symposium International Fleet Review (WPNS-IFR) last 17-18 September 2019 at the Diamond Hotel, Malate, Manila.

  • The primary goal of the WPNS is to increase cooperation and ability to operate together, and build trust and confidence between Navies in the Region by providing a framework to enable the discussion of maritime issues of mutual interest, the exchange of information, the practice and demonstration of capabilities, and the exchange of personnel. This is the first time the country will host this event.
The IFR, which is a highlight of the WPNS, is scheduled on 16 to 23 May 2020. The IFR will involve a parade of naval ships (frigate category and up), related equipment and personnel organized to promote goodwill, strengthen cooperation and showcase their organizational capabilities. 17 countries attended the IPC, each sending their own Navy Officers and Defense Attachés – Australia, Bangladesh, Brunei, Canada, People’s Republic of China, France, Indonesia, Japan, Malaysia, Myanmar, Pakistan, Peru, Russia, United States of America, Singapore, Thailand and Vietnam.

The objectives for the 2-day IFR included the following:

  • Discuss the concept of IFR proper & other related activities to key planners of the participating nations.


  • Conduct planning, de-confliction, and synchronization of all aspects of the fleet review (tactical) phases of execution i.e. reviewing area, maneuvering area, anchorage plan, berthing plan and etc.


  • Develop cooperative coordination and information exchange among planners of participating nations to attain the desired result of the event.


  • Complete the necessary RFIs to support key requirements for the IFR planning.


The PN contingent was led by RADM REY T DELA CRUZ AFP, current Chief of Naval Staff, PN and then Commander, Littoral Combat Force (LCF) and Commander, Naval Task Force–WPNS; together with COMMO TORIBIO D ADACI AFP, Commander, Fleet-Marine Ready Force (FMRF) and Commander, Naval Task Group–IFR; MGEN NATHANIEL Y CASEM AFP, The Naval Inspector General (TNIG) and CAPT RICHARD M DAVID PN(GSC), Director, Fleet-Marine Warfare Center (FMWC) and Deputy Commander, Naval Task Group–IFR, and COL BAYANI CURAMING PN(M)(GSC) Director of the Office of Naval Strategic Studies (ONSS).

CAPT DAVID welcomed the 17 foreign navies and the PN contingent to the Conference while MGEN NATHANIEL Y CASEM AFP, The Naval Inspector General, relayed the opening message of RADM LOUMER C BERNABE AFP, then the Chief of Naval Staff (PN). COL BAYANI V CURAMING PN(M)(MNSA), Director, ONSS, presented the WPNS Concept Brief and RADM DELA CRUZ also guided the personnel assigned to each of the four clusters on how they will present the consequent Outbrief for the IPC. At the eve of first day, the PN hosted dinner to give everyone time for fellowship and the chance to informally discuss their respective concerns with fellow participants.

During the Outbrief, designated presenters discussed their assigned cluster concerns including the questions and issues of the participants along with the PN’s responses to these. Four Clusters functioned as working groups:

Cluster Nr. 1 – Sub-Activities discussed details concerning the Courtesy Call to Commander Philippine Fleet, Welcome Reception with Dinner, City Parade, Historical Tour, Sports Activities, and the Farewell Dinner.

Cluster Nr. 2 – Arrival and Departure discussed the Meeting and Anchoring Procedures, the Welcome Ceremony, and the Departure of Ships with PASSEX.

Cluster Nr. 3 – International Fleet Review (IFR) tackled the Table Top Exercise (TTX) that will be conducted, the IFR proper, and the conduct of the Post IFR Review.

Cluster Nr. 4 – Services and Support discussed Ports and Harbors Services, Medical Support, Communications, Force Protection, and pertinent Legal considerations to the IFR.

An open forum that followed the cluster presentations allowed presenters and PN Senior Officers present to address questions and comments from the participants. During the presentation of IPC Outcomes of the last day, CAPT DAVID commended everyone for successfully accomplishing the objectives set for the 3-day IPC. He assured the participants that all the concerns raised during the IPC Outbrief Presentation will be factored into PN planning activities to ensure the success of the WPNS-IFR.


     

A consolidated list of IFR outstanding issues and Request for Information (RFI) was developed along with Points of Contact (POC) database. The planners also successfully contributed in the development working group level action plans and the refinement of Schedule of Events (SOE’s). CAPT DAVID reiterated that any additional concerns the parties may have during the IPC will be resolved at the Final Planning Conference scheduled on February 2020, to include the concern with activities overlapping with the Month of Ramadan. COMMO ADACI congratulated the PN personnel for working together to ensure the success of the event which was formally closed with lunch and a solidarity photo of PN and participating navy officials.
